(REVISED NIT AS PER CORRIGENDUM 1/2008 OF 16.9.2008)

Regional Director, North Eastern Region, RCER, Atomic Minerals Directorate for Exploration and Research, Department of Atomic energy, Government of India, Nongmynsong, Assam Rifles Post, Shillong 793 011 invites on behalf of the President of India sealed tenders in two parts (Technical and Financial) from eligible reputed and well experienced contractors/ builders for the work "Purchase of ready built flat/house for Department Guest House along with undivided share of land (in case of flat) and sufficient court yard ( in case of house) at Guwahati" as per the requirement given below.

2. Earnest Money Deposit: Rs. 1.53 lakhs by Demand Draft from any Nationalised Bank drawn in favour of Sub Pay Officer, AMD, Shillong payable at Shillong. EMD submitted in any other form shall be summarily rejected. This EMD shall be submitted by the short listed tenderers after receiving intimation from the Department based on the technical evaluation of the committee and before opening of the financial bid. The financial bids of those firms who do not submit EMD shall be rejected.

3. Period of completion: Within 1 year from the date of placing work order.

4. The land on which the flat would be built should be within a radius of 3 Km to 4 Km from the Guwahati Railway Station.

5. Bonafide owners of land site who possess free hold title on the land without any encumbrance thereon and who can in law transfer a clear marketable title to AMD are only invited to participate in the tender.

6. The flat/ building proposed to be constructed by the Tenderer/ builder shall have construction approvals / clearances from all State/ Central Government Departments as may be necessary by the local authorities.

7. Date of Pre-bid meeting: In the office of Regional Director, NER, AMD, Shillong shall be intimated.

8. Last date of receipt of tenders (Both technical and financial bids): 14.11.2008 upto 15:00 hours in the office of Engineering Services, AMD, Shillong.

9. Technical bids shall be opened at 15:30 hrs on 14.11.2008 by a committee in the office of RD, NER, Shillong.

10. Technical bid and Financial bid shall be submitted in separate sealed covers by superscribing the Tender No.AMD/NER/ESG/T-1/2008-09 and bid etc. on the cover and then enclose both covers in a separate sealed cover.

11. Opening of Financial bids shall be done at a later date, which will be notified separately to the contractors. Opening of financial bids shall be subject to short listing of the bidders after verification of their credentials and inspection of works carried out by them, through a Technical Committee of experts formed by Director, AMD.

12. Eligibility criteria for issue of Tender document.
(a) Average Annual Turnover of not less than Rs. 23 Lakhs during the last three years ending 31.3.2008 indicated in I.T.C.C. or profit and loss statement.
(b) Experience of having successfully completed multistoried apartment buildings during the last 3 years ending 31.3. 2008.
• 3 similar works completed costing not less than Rs. 31.00 lakhs each OR.
• 2 similar works completed costing not less than 39.00 lakhs each OR.
• 1 similar work completed costing not less than Rs. 62.00 lakhs each
Similar work shall mean for conventional Housing/office/ commercial buildings with RCC framed structure.
(c) Latest Solvency Certificate of minimum Rs. 31 Lakhs from any Schedule bank. Parties fulfilling the above criteria shall apply in writing accompanying the following documents for issue of tender documents.
i. Proof of registration with any State/Centrral Public sector Organisations.
(or)
having experience in carrying out similar type of works.
ii. List of Multistoried buildings Residential / office already constructed.
iii. List of Construction plant / machinery and infrastructure they possess.
iv. List of technical staff they possess.
v. List of similar works in hand and works carried out for the last five years.

13. Cost of tender documents shall be Rs. 1000/- (Rupees one thousand only) (Non-refundable) and the same can be obtained in person or by post (postal charges extra Rs. 200/-) from the office of Incharge, Engineering Services, AMD, Shillong during 25-8-2008 to 16-10-2008 upto 16.00 hrs. (working days only) against a written request accompanied by payment towards cost of tender document either in the form of DD (drawn in favour of Sub Pay Officer, AMD, Shillong) taken from any Nationalised bank or by paying cash to the cashier, AMD,NER, Shillong.

14. Modification in the drawing, dimensions & location of site as given in tender document can be considered provided that they satisfy the functional requirement of AMD.

15. Occupancy certificate for the building after completion shall be submitted by the contractor at his own cost from local State Government Agencies who are authorised to issue such certificates and handed over to the Department with building.

Department reserves the right to accept the work in full or in part, or reject the tender(s) in full or part without assigning any reason thereof. Tender with any condition including conditional rebate, shall be rejected forth with.
